Delegated to Acting Planning Manager for the consideration of outstanding consultation responses and viability issues, completion of a Section 106 Agreement, finalising conditions and final determination.  In the event that scheme viability and section 106 contributions cannot be agreed that the acting Planning Manager is authorised to refuse planning permission.
