Performance
A performance management framework is being developed building on existing strengths within the partnership and on good practice from within individual organisations and priority action groups.
The performance management framework is focussing on the following elements:

Partnership arrangements - sharing and building on good practice. These arrangements are explained in the who's who section

Cleary defined roles and responsibilities - these responsibilities are laid out in the Local Area Agreement. We are currently developing a partnership protocol that will help to consolidate these.

A shared performance management information system - performance information will be shared through a performance management portal which is being developed by the Royal Berkshire Fire and Rescue Service. This will allow sharing of information with all partners and other stakeholders via the internet.

Improving partnership working - only an effective partnership will be able to make the difficult decisions and the necessary challenges that will be needed to deliver LAA outcomes. Therefore measuring the effectiveness of Slough Focus is an important part of the Performance Management Framework. There are two aspects to this – evaluating the workings of the partnership itself and assessing the value added by Slough Focus.

Developing better intelligence - Slough Focus is working towards making better use of information that is currently available, making more linkages between different pieces of information and developing new intelligence. The research and information group are leading this process.
Slough Focus will be managing its performance ithrough a variety of reports:

Community Strategy and Local Area Agreement. Performance against these will be reported quarterly. Results of the 6 month and annual reviews will be made available to everyone. We will be using a simple traffic light system to clearly show whether the activities are complete, on target or behind target. Priority action groups are currently developing their action plans which will show how they are going to achieve their priorities and the milestones against which they will assess their progress.

Slough Focus Improvement Plan which will set out the key things that the partnership will work on in the year. The improvement plan is not yet available for April 2007-March 2008.

Partnership evaluation. We are currently completing an evaluation of Slough Focus and carrying out an audit of the priority action groups. More information will be made available once this is completed.
