The full council tax assumes there are two adults living in a property. If there is only one adult resident you can apply for a discount of 25%.
Various groups of people are not included when counting the number of adults in the property. These include full time students, apprentices, student nurses, 18/19 year olds who have just left school and the severely mentally impaired. If your property is a second home you may be entitled to a reduction of 10% of the council tax.
Some homes can be exempt. These include properties which are empty and unfurnished (for up to 6 months), lived in only by students, people who are severely mentally impaired, people who are under 18 or annexes occupied by qualifying elderly relatives of the people in the main home. If your home has been adapted in certain ways to meet the needs of a disabled person who is resident in the property you may be entitled to a reduction.
If you are on income support, jobseeker's allowance or a low income and you have to pay council tax bills, you may get help through council tax benefit. The actual level of benefit awarded depends on your income and personal circumstances, and whether deductions have to be made for any people who are living with you.

This can be claimed by single householders who have adults living with them on low incomes. The income of the householder is not relevant in these cases.
