Race has always taken priority in any discussion on diversity and equality. Whilst there is widespread acknowledgement that diversity issues go beyond race, colour and ethnicity, these have historically been key areas in which people have faced discrimination and prejudice. Despite two decades of anti-racist legislation, tackling racial discrimination in all sectors of society remains a key challenge.
The government is committed to creating "one nation, a country where every colour is a good colour, where every member of every part of society is able to fulfil their potential, where racism is unacceptable and counteracted, where everyone is treated according to their needs and rights, where everyone recognises their responsibility and where racial diversity is celebrated".
In order to deliver on this, the government and the race equality watchdog (CRE) have launched a number of initiatives that incorporate race equality into local government policies and practices. These include both statutory requirements under anti-discrimination legislation and best practice guidelines.
