The council can remove vehicles from private land if the request comes from the landowner. If you are the landowner you are responsible for tracing the owner of the vehicle yourself. You can ask the DVLA to help you trace the owner. If you and the DVLA are unsuccessful in locating the vehicle owner you then have the right to remove the vehicle.
The council can remove a vehicle on behalf of a landowner. However, as the landowner you must show that all reasonable efforts have been made to contact the vehicle owner. You must be able to provide information like a police incident number. Make sure you keep all correspondence. The council will want copies of anything you have sent and received as evidence.

The council will then contact you to confirm the details and arrange for removal and disposal.
The council can arrange removal and destruction of your own unwanted vehicle from your premises. There is a fee of £42. Just send us the vehicle logbook (registration document) and keys with a short explanatory letter. We will collect the vehicle from you for safe disposal. The logbook will be returned to the DVLA to inform them that the vehicle has been officially destroyed.
