Hoarding & Scaffolding

We monitor scaffolding and hoarding on or over a public highway to make sure public health and safety are not compromised.

The erection of any structure on or over a public highway will require a licence from us before it can be put up. The following is a guide:

• Complete a hoarding and scaffolding application form and send it to us together with the appropriate fee and the information required as stated on the form and guidance notes. We normally require you to submit a site location plan and a dimensioned elevation plan together with any special precautionary measures you intend to take to safeguard public safety. You will also need to send us a copy of your public indemnity insurance.
• We will aim to issue you with a licence as soon as possible but you should not commence with the erection of the structure until you receive this licence. The licence will contain conditions designed to secure the health and safety of the public.
• Licences are normally valid for up to 12 weeks after which you must have safely removed the structure or been granted a renewal licence.
• If both a hoarding and scaffolding licence are required please complete separate forms with two fees, one for each licence required.
