Local Development Framework

To address the problem of local plans taking a long time to prepare and quickly becoming out of date, the government has introduced major changes to the way the planning system operates.

These changes require that local plans be replaced by a Local Development Framework (LDF).

The LDF for Slough will consist of a portfolio of Local Development Documents (LDDs) which sets out the council's policies for meeting the community's economic, environmental and social aims for the future, where this affects the development and use of land.

The documents can be updated individually and much faster than the old style local plans. Some documents will rarely change, while others will be replaced every few years.

Local Development Documents

These fall into three categories:

• Statement of Community Involvement (SCI): this document sets out the preferred ways in which the council will seek to increase people’s involvement during the production of the LDF as well as on major planning applications. Read more about the SCI.
• Development Plan Documents (DPDs): these documents set out the main strategy, policies and proposals of the council that will guide development in the borough. The first DPDs to be produced are:
  • Core Strategy: This will set out the long term vision, spatial objectives and strategic policies for the borough. Read more about the core strategy.
  • Generic development control policies: these are criteria-based policies which are required to ensure that all development within Slough meets the long-term vision and strategic polices set out in the core document.  The policies will guide how all future planning applications will be considered
• Supplementary Planning Documents (SPDs): these provide more detailed guidance to supplement policies and proposals in the development plan documents.

 

Sustainability Appraisal and Strategic Environmental Assessment (SA/SEA)

The policies and proposals contained in the Local Development Framework must be appraised to ensure that they contribute to the aims of sustainable development.  The SA/SEA document will set out the results from this appraisal.
