Your tenancy agreement is a legal contract. It describes the rights and responsibilities of the council and of you, the tenant.
You are the sole tenant if you are the only one who signed the tenancy agreement. You are responsible for paying the rent and for keeping to the terms of the agreement.
If two or more of you signed the tenancy agreement you are joint tenants. This means that you all have the same rights and are equally responsible for making sure that you meet all of the tenancy responsibilities. If one of you moves out, the remaining tenants must still keep to the conditions, including paying all the rent due.
You are a secure tenant as long as this is your only home. You must be living here for most of the time. As a secure tenant you can keep your home as long as you want it unless there is a legal reason why the council wants to take it back (called a "ground for possession" in the Housing Act). A court has to agree with the council’s request to evict you or to move you to another home.
