On 31 March 2008 new parking regulations are introduced in England and Wales that will see the first nationwide changes to on-street parking since 1993.
The aim of the regulations is to give motorists a fairer and more transparent parking enforcement service across the country.
Slough currently works in accordance with the Decriminalised Parking Enforcement regulations which will now be called the Civil Parking Enforcement (CPE).
Parking Attendants under the new regulations will be called Civil Enforcement Officers (CEO). The new regulations will require CPE to be more transparent and simple for all motorists.
Local authorities will have to make clear that enforcement is in accordance with the local parking regulations.
The new regulations will allow fines to be proportionate to the level of contravention of the Act. For example there will be higher penalties for parking on a double yellow line, compared to a lower penalty for overstaying in a pay and display bay.

Independent adjudicators which are part of the National Parking Adjudication Service will also be given additional powers. When a case before them has mitigating circumstances on the issue of the Penalty Charge Notice, they will now be able to refer the case back to the chief executive of a local authority and request the authority re-consider the details of the case.
