Every local authority has a scheme for financing schools. It defines the financial relationship between the authority and the schools in its area.
The scheme looks at items such as banking, accounting and audit arrangements. It sets out requirements relating to financial management and associated issues, binding on both the council and on schools. The scheme applies to all community, voluntary, foundation and community special schools maintained by the authority.
