Every local authority in England and Wales has a statutory duty to review local air quality under the Environment Act 1995. The aim of the review process is to identify any areas where the government's National Air Quality Standards and Objectives for 7 key pollutants are likely to be exceeded, to declare any such areas an 'Air Quality Management Area', and then to prepare action plans to show what can be done to improve air quality in these areas.
Following the completion of a detailed assessment of the air pollution levels in Slough the conclusion has shown that it is likely that the nitrogen dioxide annual objective will be exceeded in some areas of the borough. The main cause of the exceedence is from road traffic, and in particular motorway traffic.

You will note from the report that it is recommended that Slough Borough Council consider declaring an Air Quality Management Area relating to the annual mean nitrogen dioxide concentrations at land adjacent to the M4 motorway along the north carriageway between junction 7 and junction 5, and also the south carriageway between junction 5 and Sutton Lane. It also includes a small area of the A4 London Road east of junction 5 of the M4 motorway up until Sutton Lane.
