The Structure Plan was prepared under the previous planning system and adopted in July 2005. It has policies that set out a broad strategy and long term guidance for managing development and land use change across Berkshire including Slough.
The plan shows government and regional requirements and policies, it includes provision of enough land for new housing as set out in government guidance for the South East (RPG9). This framework supports the council’s detailed Local Plan for Slough adopted in March 2004.
The Planning and Compulsory Purchase Act 2004 replaced this system of Regional Planning Guidance (RPG), Structure Plans and Local Plans with a new one. The new one is made up of Regional Spatial Strategies (RSSs) and Local Development Frameworks (LDFs).
To give consistency until the new plans are in place transitional arrangements allow planning decisions to be taken in accordance with the plans prepared under the old system unless material considerations indicate otherwise.
As part of this process the Regional Assembly (SEERA) applied for permission to the Secretary of State to continue to use selected policies in the Berkshire Structure Plan. These are considered ‘Saved’ and will continue to form part of the development plan.
Policies that have been superseded by higher level or more recent guidance are not saved; these are referred to as ‘Expired’ and as such no longer form part of the development plan.
The Berkshire Structure Plan was produced by the Joint Strategic Planning Unit (JSPU) who work closely with Slough and the other authorities in Berkshire. The Structure Plan 2001-2016, the policies that have been ‘saved’ and the letter of direction to do so can be found at the JSPU's website.
