At December 2010 the Development Plan for Slough consists of the following documents. More information about them can be found below.
Most of the plans can be accessed at local libraries across Slough.
The plan and proposals map are below. The main purposes of the plan are to:
In order to extend the life of selected Local Plan policies the Council submitted a list of the policies it wanted to be saved beyond September 2007 to GOSE in March 2007. These are reviewed on an annual basis, with any that are no longer implemented identified in the Annual Monitoring Report with the reason(s) why.
In September 2007 the Secretary of State confirmed that 83 Local Plan policies were saved. This original list can be downloaded below but note Policies H7, H10 and OSC14 (2008/2009 AMR) and EN7, OSC7, CG3 and TC1 (2009/2010 AMR) on that list are no longer implemented.
As a result of the Planning and Compulsory Purchase Act 2004 the Local Plan is currently being replaced by the Local Development Framework (LDF). This is a portfolio of documents that collectively set out the policies and guidance to govern spatial planning in Slough over the next 20 years.
The Core Strategy DPD (adopted December 2008) is the overarching strategic policy document in the LDF, setting out a spatial vision, strategic objectives, spatial strategy and supporting policies for addressing the social, economic and environmental issues for development across the Borough. All subsequent documents produced as part of the LDF will build on the principles set out in the Core Strategy.
The Site Allocations DPD (adopted November 2010) identifies sites that can deliver the spatial strategy and policies in the Core Strategy. This includes Site Specific Allocations for development and protection, and Selected Key Locations for Comprehensive Regeneration.
A new Proposals Map was adopted alongside the Site Allcoations DPD and is a spatial representation of the development plan (the Regulations for its production state that the text prevails if the text and map are in conflict). These proposals maps can be found below.
The South East Plan (May 2009) currently forms part of the Development Plan. However Eric Pickles MP, the Secretary of State for Communities and Local Government (CLG) has expressed his view that his intention to revoke all Regional Spatial Strategies (RSS) should be a material consideration. For upto date information about this and the Localism Bill visit the Parliament or Communities and Local Government Websites.
Following the initial revocation of RSSs and prior to a successful High Court Challenge by Cala Homes, Slough Borough Council at its Cabinet Meeting on the 12 July 2010 resolved to adopt the housing allocation of 6,300 (set out in WCBV3 Scale and distribution of housing development) and the environmental targets in the following policies in the South East Plan for Development Control purposes:
Therefore these remain a material consideration in determining planning applications and for plan making purposes in Slough. It is also considered important that the Council should reaffirm Slough's role as a Regional Transport Hub as set out in Policy WCBV1 (Core Strategy) and a Primary Regional Centre as set out in Policy TC1 (Strategic Network of Town Centres).
Work on a Berkshire wide joint Minerals and Waste Policy framework has been suspended due to the closure of its Joint Planning Unit. As a result the Saved Policies from the following plans will remain in place until we have investigated its future policy needs:
These plans can be found below in the Minerals and Waste link.
