The rent office is not a council service but a government one. Rent officers can inspect to ascertain commercial value of a residence.
The private sector team can also arrange for a property to be inspected if the occupier reports disrepair which is not being addressed by the owner, landlord or agent. You can call the Private Sector Team on 01753 875570.
