Scaffolding and hoarding licences

The erection of scaffolding or hoarding (temporary board fencing around building sites) on or over a public highway needs a licence. This is to make sure the health and safety of the public is not at risk.

You can apply for a scaffolding or hoarding licence through the Street Works Team.

Fees

Domestic

New License (covers three months): £175.00 (incl. VAT)
Renewal (covers three months): £135.00 (incl. VAT)

Commercial

New License (covers three months): £290.00 (incl. VAT)
Renewal (covers three months): £245.00 (incl. VAT) 

Applications

To apply complete the Scaffolding or hoarding licence application form.

If both a scaffolding and hoarding licence are required please complete the form twice and be aware there will be two fees, one for each licence required.

You will need to upload copies of the following documents:

  • site location plan and dimensioned elevations
  • current Public Indemnity Insurance cover.

We will send you an invoice with details on how to pay.

We will respond to your application within 20 days and aim to issue you with a licence as soon as possible. You must not commence with the erection of the structure until you receive this licence. The licence will contain conditions designed to secure the health and safety of the public.

Licences are normally valid for up to 12 weeks after which you must have safely removed the structure or applied for and been granted a renewal licence.

Please note: not holding a correct licence is an offence, and you may receive a fine.
