Privacy notice: Mobile and re-deployable CCTV for fly-tipping monitoring
Introduction
This Privacy Notice explains how Slough Borough Council uses personal data collected via mobile and re-deployable CCTV systems installed to monitor fly-tipping hotspots across the borough.

Our CCTV cameras record real-time footage in locations where they are deployed. This may include recording individuals and vehicles in public spaces. Clear signage is in place to indicate areas under CCTV surveillance.

What information do we collect
We may capture the following through our CCTV system:
- still and moving images of individuals and vehicles
- vehicle registration numbers.
We do not intentionally collect special category data, but such data may be captured incidentally (e.g., information suggesting health status, ethnicity, etc.). In certain cases, footage may be used as evidence of criminal behaviour or to support related investigations.
Why do we collect this data
The primary purposes for collecting CCTV data are:
- to detect, prevent, or reduce the occurrence of crime, particularly fly-tipping
- to support public safety and promote a safer environment
- to identify vehicles involved in illegal waste disposal, especially where hazardous waste is concerned
- to assist law enforcement or other statutory agencies with investigations upon request.
Who uses your data
Slough Borough Council staff authorised to access CCTV footage will process this data. Only departments with a legitimate and lawful purpose will be granted access where required to assist investigations.
What Is our legal basis for using your data
We process your personal data on the basis that:
- it is necessary to comply with a legal obligation
- it is required to perform a task carried out in the public interest
- we have a legitimate interest in detecting and preventing environmental offences and maintaining public safety.
If special category data is processed, we rely on the substantial public interest condition under data protection law for the purpose of crime prevention and detection.
Who might we share your data with
We may share CCTV footage only when legally required or where necessary. This may include:
- the police or other statutory enforcement bodies
- insurance companies in connection with vehicular accidents or damage
- internal council departments with a lawful and legitimate need.
There is no routine or scheduled sharing of footage with external organisations. Data will not be used for any other purpose unless required by law.
How long do we keep your data
Footage is retained for up to 30 days, unless it is needed for ongoing investigations, in which case it may be kept for longer in accordance with our retention policy.
Your rights
You have the following rights over your personal data:
- to be informed about how your data is used
- to request access to the data we hold about you
- to request correction of inaccurate or incomplete data
- to restrict how we use your data in certain circumstances
- to object to processing where applicable
- to request the deletion of your data (subject to legal exceptions)
