Appeals against completion notices

If the council issues you with a completion notice to advise you that a newly-built property is complete, or could be completed within three months, you can appeal if you believe this is incorrect.

In the first instance, please contact the council tax team immediately and we will explain our decision to you.

If you disagree with the date proposed as the completion date shown on the completion notice you have a right of appeal to a Valuation Tribunal. Such appeal must be in writing to the Valuation Tribunal and must be within four weeks of the date on the completion notice.

You must include a copy of the completion notice with your appeal, and the appeal must be received by the Valuation Tribunal within 28 days of your receipt of the notice.

If you have lodged an appeal you must still pay your council tax bill until the outcome of an appeal is known. This information is a general guidance and is not a substitute for the relevant statutes and regulations.
