A Construction Environmental Management Plan (CEMP) is a document that outlines how a developer will manage and mitigate the environmental impacts during the construction phase of the development. The document should detail how to minimize negative effects on natural habitats, pollution, noise and any other relevant environmental factors.

The CEMP should include details on the following:

Scope of works (including measures for traffic management):

  • details of access arrangements
  • loading and unloading of plant and materials
  • storage of plant and materials
  • provision of boundary hoarding behind any visibility zones of construction traffic routing.
  • proposed working hours
  • means to prevent deposition of mud on the highway
  • work programme
  • measures to reduce noise, dust and emissions during construction
  • compliance with Euro VI emission standards for construction vehicles and NRMM standards in line with Table 10 of the Low Emission Strategy
  • where appropriate, details on how to protect biodiversity designations.
