The coverage and scale of the assessment should reflect the scale of the development and the extent of the transport implications of the proposal. The TA to include a draft travel plan.

Where any development of land would result in a material increase or significant change of the type or volume traffic using existing rail infrastructure (particularly level crossings - both vehicular, and pedestrian) and/or require rail improvements.
