A six-week consultation has opened into planning’s draft Local Validation List (LVL).
This list sets out the national and local information required to be submitted with various types of planning application within the borough, and it ensures the local planning authority receives all the evidence it needs to make informed decisions.
It explains what specific documents, plans and supporting technical information, for example Noise Impact Assessments, Heritage Assessment etc are required. It also includes guidance on fees, forms and plans, and useful links.
The LVL helps ensure applicants provide enough information for the council to validate and properly assess a planning proposal against existing local and national planning policies, ensuring that the decision maker, consultees, the public and third parties are clear as to what is proposed.
Councillor Paul Kelly, lead member for planning, parking, highways and transport, said: “We currently don’t have a Local Validation List and follow national requirements when validating a planning application.
“It’s important we have a clear Local Validation List which will mean a smoother and more efficient process, making it easier for everyone to understand what is required when submitting a planning application.”
The LVL will help ensure the council complies with current best practice advice contained in The Town and Country Planning (Development Management Procedure) (England) Order (DMPO) 2015 (as amended) and the Planning Practice Guidance (PPG).
It will also help ensure that the validation requirements are justified and supported by policies in the National Planning Policy Framework (NPPF), the policies in the council’s adopted Development Plan – Local Plan (2004) and Core Strategy (2008) and any other relevant legislation.

At the end of the consultation, comments will be considered and the LVL updated as necessary. This will then be adopted and published on the council’s website.
