Local Validation List for planning

This Local Validation List includes national and local requirements for all types of planning applications.

It also includes a list of national and local requirement for other types of applications which are made to the planning service, including:

  • certificates of lawfulness
  • prior approval submissions
  • details to comply with conditions applications
  • non-material amendments and minor material amendments.

Please check this information carefully before you submit your application. Not all the information itemised in the local list will be required for every application and thresholds and criteria are given to help.

To assist with the submission of an application, various reference sources for further information and guidance are provided in the form of links to other websites. If in any doubt about what information needs to be submitted, then please contact the council for advice. We also recommend obtaining advice on precise requirements on a proposal as part of the our pre-application service.

Failure to provide all the requisite mandatory and local requirements will result in the application not being registered or processed.

Please note if your application is found to be invalid you will be given 4 weeks in which to make it valid. After that, it will be returned.

The statutory period for determination of a planning application commences from the registration date of a valid application.

The council strongly encourages the submission of online and electronic applications through the Planning Portal. Applications which are not submitted through the Planning Portal or submitted by email or by post are subject to an additional service charge to cover administration and processing costs.

Status of list

The local validation list was formally adopted by the council on 1 January 2026. The content and detail within the local validation list are subject to updates, such as due to any new or amended statutory requirements which are introduced in the future.
